Quick update on Mission 11, Club Penguin released the Club Penguin Times Issue #238 today, and with it one of my good friends, OreoSummit,  found a note from Herbert. Here check it out:

After looking over the note, you realize  if you take the first letter of each flag you will solve the puzzle! This is what the note reads once you get all the letters together:
